A Nelson home-owner says it’s taken more than a year and thousands of dollars to get a consent hearing to build a small rock wall outside his waterfront home. The city council’s processing of resource consents has been found wanting in a performance review – which has also faulted the quality of Nelson’s fresh water and the amount of waste sent to landfills. The council is blaming its poor environmental performance on staff shortages.
